Prime Minister of Libya 2003-2006. Has said twice in radio and television interviews that in spite of its letter of admission, sent to the United Nations Secretary General Kofi Annan admitting responsibility "for the actions of its officials", Libya was not in fact responsible.

Why then say that it was and pay compensation of $2.7 billion?

"After the sanctions and after the problems we [have] been facing because of the sanctions, the loss of money, we thought that it was easier for us to buy peace, and this is why we agreed a compensation. We said, let us buy peace, let us put the whole thing behind us, and let us move forward."
